State Representative - District 30

Dr. Charles “Chuck” Owen brings a wealth of knowledge and a unique perspective to the Louisiana Legislature and the Conservative Caucus. His adoptive parents reared him in Leesville where his dad was a career educator who became the superintendent of the school district and his mom owned a ladies clothing store for over 40 years. From an early age, he was taught the value of a proper education, the fundamentals of Free-Enterprise and Capitalism, and how they’ve made America the greatest country to ever exist.

 

In 1984, Chuck graduated cum laude from Louisiana Tech with a B.S. degree in Business Administration. After earning his masters degree from Louisiana Tech in 1986, he began his military career as an US Air Force Intelligence Officer. After multiple deployments over a 20 year career, he retired honorably as a Lieutenant Colonel in 2006. While serving as a defense contractor specializing in training and intelligence, Chuck earned his Ph.D. from LSU in 2011. In addition to his defense contracting, he is also an adjunct instructor teaching collegiate-level marketing and applied warfare courses for Indiana Wesleyan University, Liberty University, and Air University.

 

After his active military career, Chuck and his wife, Carolyn Van Dine Owen, moved back to Leesville where he still serves his local community as a member of the Leesville High School Alumni Association, Leesville Lions Club, Vernon Parish Chamber of Commerce, and Christian Living Fellowship Church. Since being elected as District 30’s State Representative in 2019, he has been focused on creating a pro-American education system, implementing conservative tax policy, protecting our liberties, and finding structural changes to move Louisiana beyond the destructive legacy of Huey Long.
